Update on The Magna Carta for Persons with Disabilities

Republic Act (RA) 9442 was signed into law on April 30, 2007. It is the act amending RA 7277 otherwise known as the “Magna Carta for Disabled Persons”.


The act contains the rights and privileges of persons with disabilities. Among others, providing at least 20% discount on:

(1) selected land, air and sea transportation (except taxi/tricycle fares);
(2) identified services and commodities like: medical and dental care services (incl. lab and professional fees);
(3) medicines, purchase of commodities, services in selected and identified establishments;
(4) food, entertainment and recreational/cultural services; grants special discounts on the purchase of basic commodities

Other privileges include : provision for express lanes for persons with disability and provisions on verbal, non verbal ridicule and vilification against persons with disability.

According to the National Council on Disability Affairs (NCDA), persons with disability (including autism) can avail of the privileges stated in the law, provided he/she has a validated PWD ID issued by the appropriate government agency.(NCDA, City and Municipal Government)
